Donnell is the Chief Executive Officer for biomass based diesel’s preeminent trade association. With nearly 200 member companies, the National Biodiesel Board is the leading U.S. organization representing biodiesel and renewable diesel.  Previously serving as Chief Operating Officer, Donnell managed the implementation and execution of NBB’s more than $14 million annual budget. Working with project managers, staff and contractors, Donnell has helped ensure NBB delivers outstanding results for members and funding partners. In addition he has led the annual National Biodiesel Conference & Expo.

Donnell joined NBB in 2004. Under his watch NBB has successfully leveraged dues dollars four to one with outside funding. Prior to working for the NBB, he was the fleet administrator for the Missouri Department of Transportation where he was responsible for all aspects of the department’s $400 million fleet including implementation of their biodiesel (B20) use program. Donnell has Masters in Public Administration from the University of Missouri – Columbia and a Bachelor’s Degree in Computer Information Systems from Missouri State University.

April is the Chief Financial Officer for the National Biodiesel Board. April is responsible for managing all aspects of financial operations.

April graduated from Southwest Missouri State University with a Bachelor of Science in Accounting. Prior to joining NBB, she was the CFO for a not-for-profit service organization for 10 years.

 Desiree Hale - Accounting Specialist

Desiree is an Accounting Specialist for the National Biodiesel Board. Desiree is responsible for processing Accounts Payable, Payroll and other reimbursement projects.  She also serves as the Staff Liaison for the BQ-9000 Program,  a quality systems program that includes storage, sampling, testing, blending, shipping, distribution, and fuel management practices.

Desiree joined the NBB staff in 2005 with a diverse background in Long Term Care business management and Municipal Government financial services.


 Anne Klempke - Accounting Specialist

Anne is an Accounting Specialist for the National Biodiesel Board. Anne is responsible for processing Accounts Payable, Accounts Receivable and other reimbursement projects.

Anne has a Bachelor’s Degree in Business Administration, with a major in Accounting.  Prior to joining NBB, she served 20 years in the US Army.

 Jessica Robinson - Director of Communications

Jessica is the Director of Communications for the National Biodiesel Board. . Jessica leads the communications team in the ongoing effort to promote biodiesel’s economic, environmental and health benefits. In addition she manages NBB’s national outreach programs designed to increase awareness of biodiesel as the alternative fuel of choice for diesel engines in the United States. Aimed at promoting positive public perception of biodiesel to help create demand and support, Jessica leads NBB’s advertising campaign, which has demonstrated measurable success at reaching the target audience. NBB harnesses the power of eight national and specialized public relations and communications agencies to provide access to experts whose direct biodiesel experience totals more than 50 years.

Jessica joined NBB in 2009, bringing to the industry more than a decade of professional communications experience. She has worked for trade associations, government agencies and politics and also in radio and television news. She has a Masters of Strategic Leadership from Stephens College and is a graduate of the University of Missouri's School of Journalism.

 Kaleb Little - Senior Communications Manager

Kaleb is the Senior Communications Manager for the National Biodiesel Board. Kaleb oversees the many communications strategies used to communicate the benefits of biodiesel to the general public including member communication pieces, public events, coordination with stakeholder groups, NBB’s numerous online platforms, social media, and more. 

Kaleb joined NBB in 2010 and is a graduate of Kansas State University with a degree in Agricultural Communications and Journalism. Prior to NBB, he had worked with state commodity associations, agriculture publications, and research and extension.

 Cody Graham - Communications and Member Specialist

Cody GrahamCody serves as the Communications and Member Specialist for the National Biodiesel Board. As part of the communications team, Cody helps coordinate media contacts and NBB communications. He is also responsible for editing a number of regular NBB publications including daily news clips, weekly member updates, and a monthly Biodiesel Bulletin. Cody's primary responsibility is to make sure members and the public have access to accurate, up-to-date information about clean burning, renewable Biodiesel.

Cody joined NBB in 2015 and has a degree in communication from the University of Missouri.

 Bev Thessen - Information Coordinator

Bev serves as Information Coordinator for the National Biodiesel Board. Bev is responsible for managing and disseminating information about biodiesel to the general public. She also provides assistance to the Board at quarterly meetings. She has established and maintains NBB’s comprehensive library of biodiesel reports.

Ms. Thessen also supports the management and data content of the NBB family of websites.

 Doug Whitehead - Director of Operations and Membership

Doug is the Director of Operations and Membership for the National Biodiesel Board. Doug is responsible for planning, implementing, administering and reporting all contracts for funding and for subcontracting. He is also responsible for recruiting new members, assisting members with questions, and providing information and documentation to new and current members.

Doug is a graduate of the Professional School of Architecture, Kansas State University.  As a former business development/management consultant for the seventeen + years, Doug has worked with a wide range of non-profit and for-profit organizations.  From “bricks and mortar” projects, technology, strategic planning, budgeting and issues management, Doug brings a diverse operations background to The National Biodiesel Board.

 Tom Verry - Director of Outreach and Development

Tom is the Director of Outreach and Development for the National Biodiesel Board. Tom works to establish synergistic relationships for the benefit of the biodiesel industry with key stakeholders including feed stock suppliers, state soybean associations, fuel suppliers, end-users, policy makers, government agencies, and environmental/ health groups. Tom also works to identify and access resources that will address the needs of the organization and the industry.

For the past twelve years Tom has worked as the Director of Field Services for the Missouri Soybean Association. Tom was responsible for developing soybased industrial products and turning them into value-added opportunities for Missouri soybean producers. Tom has worked on biodiesel for twelve years in Missouri helping to develop state biodiesel policies, regulations and markets. Tom is a 1987 graduate of University of Illinois with a Bachelor of Science degree in Agricultural Economics.

 Anne Steckel - Vice President of Federal Affairs

Anne is the Vice President of Federal Affairs for the National Biodiesel Board. Anne runs the Washington D.C. office, spearheading federal regulatory efforts.  She previously served as chief of staff to U.S. Rep. Mike Thompson of California, a leading member of the tax-writing House Ways and Means Committee.

With nearly 15 years of experience in Washington, Anne has overseen legislative issues for several members of Congress, including U.S. Senate Majority Whip Richard Durbin of Illinois; directed government relations at the American Farm Bureau Federation; and directed government affairs at Growth Energy, a renewable fuels trade group.

 Sandra Franco - General Counsel

SandraSandra is the Director of Regulatory Affairs and General Counsel for the National Biodiesel Board in the Washington D.C. office. She previously was a partner in the environmental group at a major, international law firm, where she was recognized by Chambers USA in environmental law in D.C., particularly with respect to the Clean Air Act and natural resources law. Prior to joining NBB, Sandra had long worked with the renewable fuels industry on various matters, particularly with respect to the Renewable Fuel Standard. She has participated in litigation in the U.S. Supreme Court, the U.S. Court of Appeals for the District of Columbia Circuit, and the U.S. District Court for the District of Columbia, as well as other federal district courts and courts of appeal. For NBB, Sandra worked on regulatory proceedings affecting the biodiesel industry and had led the team with respect to litigation over the Renewable Fuel Standard, successfully defending full implementation of the program.

Sandra went to the University of Chicago for her undergraduate studies, and earned a Master’s degree from the University of Florida. For law school, Sandra went to Georgetown University Law Center, where she graduated with honors.

 Shelby Neal- Director of State Governmental Affairs

Shelby serves as the Director of State Governmental Affairs for the National Biodiesel Board. In this capacity he is responsible for government relations – both legislative and regulatory – in all 50 state capitals.

Before coming to the National Biodiesel Board, Shelby served as a legislative assistant and legislative director to three members of the United States Congress during a five-year stint in Washington, D.C. More recently, he served as a policy advisor to Missouri Governor Matt Blunt. Shelby’s expertise in public policy includes renewable fuels, agriculture, economic development, and environmental issues. He is a graduate of the University of Missouri-Columbia.

 Don Scott - Director of Sustainability

Don serves as Director of Sustainability for the National Biodiesel Board. Don’s program areas build science and awareness to ensure that biodiesel production meets today’s needs for environmental stewardship, economic prosperity, and quality of life without compromising future generations’ ability to meet these needs for themselves.

Don is a licensed Professional Engineer with a civil engineering degree from the University of Missouri–Columbia.  Prior to joining the National Biodiesel Board, Don was an Environmental Engineer for the Missouri Department of Natural Resources.  His work there focused on protecting clean, plentiful drinking water. Don enjoys driving and working on diesel engines, and joined the NBB team to help the biodiesel industry grow as a sustainable alternative to traditional transportation fuels.

 Scott Fenwick - Technical Director

Scott is the Technical Director for the National Biodiesel Board, working in the Jefferson City, MO headquarters. Scott leads the advancement of core member services for technical, quality assurance and operations support issues. Scott provides key support for technical aspects needed by biodiesel stakeholders to effectively position the biodiesel industry, educates key decision makers, and helps build industry credibility. In addition to coordinating the OEM and fuel quality programs, he also provides leadership for the ASTM biodiesel standards' efforts and coordination of other international biodiesel activities. After serving as Chairman of the BQ-9000 Commission, Scott now assists as the NBB liaison to the National Biodiesel Accreditation Commission.

Prior to recently joining the NBB, Scott has been involved with the fuel inspection industry for nearly 25 years and managed several fuel testing laboratories. A graduate of Purdue University, he has also worked for Archer Daniels Midland Company directing the Biofuels Technical Services.

Scott is the IT Director for the National Biodiesel Board and a Principal in NBBIT, NBB's IT Division. As IT Director, Scott is responsible for the strategic direction and implementation of NBB's information, technology, and computing systems.

Scott joined NBB in 2002 and oversees the direction, support and maintenance of all hardware and software systems used by NBB. Scott is also responsible for daily management and maintenance of the NBB Family of Web Sites, including Biodiesel.org, NBB.org, AskBen.info, BiodieselFoundation.org, BQ-9000.org, BiodieselConference.org, BiodieselPAC.org, and others.

NBB's IT Division, known commercially as NBBIT, is a leading Web design, development and Web hosting company maintaining sites for clients across the country.
